According to the article, the inquiry report, which is expected to be released today, is likely to point to the dragon boat team's state of readiness as the main cause of the deaths. It was noted that besides having little time to train for the race, the team was unfamiliar with the water conditions and race equipment, and did not have any practice sessions at the race venue.
